The State Board of Education adopts regulations to aid with implementation of portions of education law where specified. Education rules and regulations must adhere to the provisions of state education laws covered under New Jersey Statutes Annotated (N.J.S.A.) 18A and the New Jersey Administrative Code (N.J.A.C.) Title 9A. The Commissioner of Education has jurisdiction over matters that violate Title 18A or applicable administrative code.<\/p>\n\n\n\n

Board of Trustees Policies<\/h2>\n\n\n\n
Essex County College Board of Trustees is accountable to the citizens of Essex County and the State of New Jersey and is responsible for developing the policies governing the general conduct of affairs of the College. A copy of the Board of Trustees Policies is distributed to members of the Board upon appointment.<\/p>\n\n\n\n
The Essex County College Board of Trustees is governed by the policies and procedures outlined in the Board Policy Manual<\/strong><\/a>.<\/p>\n\n\n\n
<\/div>\n\n\n\nCollege Regulations<\/h3>\n\n\n\n
College regulations are developed to exercise the authority vested in the College pursuant to N.J.S.A. Title 18A, N.J.A.C. Title 9A, and policies of the Board of Trustees. Section 4 of the College Regulations Manual <\/a>contains regulations related to personnel matters.<\/p>\n\n\n\n

In accordance with the requirements of USDE Guidelines IV-O, Title VI: 34 C.F.R. \u00a7 100.6 (d), Title VI and Title VII of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act, the Age Discrimination Act of 1975, Title IX of the Education Amendments of 1972, and other federal, state and local laws, Essex County College (\u201cECC\u201d) does not discriminate on the basis of sex, race, religion, disability, creed, national or ethnic origin, sexual orientation, age, pregnancy, gender identity, or gender expression.<\/p>\n\n\n\n
Essex County College prohibits sex discrimination in any of its services, education programs, and activities that it operates, as required by Title IX and its regulations, including in admission and employment.<\/p>\n\n\n\n

<\/div>\n\n\n\nSmoke-Free Policy<\/h4>\n\n\n\n
On April 15, 2006, the Smoke-Free Air Act (P.L.2005, c.383) went into effect.<\/strong> This Act protects New Jersey residents at work and in public places from deadly secondhand smoke. The Act states that tobacco smoke constitutes a substantial health hazard, and therefore, it is clearly in the public interest to prohibit smoking in enclosed indoor places.<\/p>\n\n\n\n
In accordance with the Smoke-Free Air Act, Essex County College prohibits smoking in academic, office and other campus buildings.<\/p>\n\n\n\n
